           Sevenyearshadpassed.Thestorm-tossedseaofEuropeanhistoryhadsubsidedwithinitsshoresandseemedtohavebecomecalm.Butthemysteriousforcesthatmovehumanity(mysteriousbecausethelawsoftheirmotionareunknowntous)continuedtooperate.

           Thoughthesurfaceoftheseaofhistoryseemedmotionless,themovementofhumanitywentonasunceasinglyastheflowoftime.Variousgroupsofpeopleformedanddissolved,thecomingformationanddissolutionofkingdomsanddisplacementofpeopleswasincourseofpreparation.

           Theseaofhistorywasnotdrivenspasmodicallyfromshoretoshoreaspreviously.Itwasseethinginitsdepths.Historicfigureswerenotbornebythewavesfromoneshoretoanotherasbefore.Theynowseemedtorotateononespot.Thehistoricalfiguresattheheadofarmies,whoformerlyreflectedthemovementofthemassesbyorderingwars,campaigns,andbattles,nowreflectedtherestlessmovementbypoliticalanddiplomaticcombinations,laws,andtreaties.

           Thehistorianscallthisactivityofthehistoricalfigures“thereaction.”

           Indealingwiththisperiodtheysternlycondemnthehistoricalpersonageswho,intheiropinion,causedwhattheydescribeasthereaction.Allthewell-knownpeopleofthatperiod,fromAlexanderandNapoleontoMadamedeStaël,Photius,Schelling,Fichte,Chateaubriand,andtherest,passbeforetheirsternjudgmentseatandareacquittedorcondemnedaccordingtowhethertheyconducedtoprogressortoreaction.
