           WhenlateroninhismemoirsCountRostopchínexplainedhisactionsatthistime,herepeatedlysaysthathewasthenactuatedbytwoimportantconsiderations:tomaintaintranquillityinMoscowandexpeditethedepartureoftheinhabitants.IfoneacceptsthistwofoldaimallRostopchín’sactionsappearirreproachable.“Whyweretheholyrelics,thearms,ammunition,gunpowder,andstoresofcornnotremoved?WhywerethousandsofinhabitantsdeceivedintobelievingthatMoscowwouldnotbegivenup—andtherebyruined?”“Topreservethetranquillityofthecity,”explainsCountRostopchín.“Whywerebundlesofuselesspapersfromthegovernmentoffices,andLeppich’sballoonandotherarticlesremoved?”“Toleavethetownempty,”explainsCountRostopchín.Oneneedonlyadmitthatpublictranquillityisindangerandanyactionfindsajustification.

           Allthehorrorsofthereignofterrorwerebasedonlyonsolicitudeforpublictranquillity.

           Onwhat,then,wasCountRostopchín’sfearforthetranquillityofMoscowbasedin1812?Whatreasonwasthereforassuminganyprobabilityofanuprisinginthecity?Theinhabitantswereleavingitandtheretreatingtroopswerefillingit.Whyshouldthatcausethemassestoriot?

           NeitherinMoscownoranywhereinRussiadidanythingresemblinganinsurrectioneveroccurwhentheenemyenteredatown.MorethantenthousandpeoplewerestillinMoscowonthefirstandsecondofSeptember,andexceptforamobinthegovernor’scourtyard,assembledthereathisbidding,nothinghappened.
