Chapter 9

           

           ThemenofthispartysaidandthoughtthatwhatwaswrongresultedchieflyfromtheEmperor’spresenceinthearmywithhismilitarycourtandfromtheconsequentpresencethereofanindefinite,conditional,andunsteadyfluctuationofrelations,whichisinplaceatcourtbutharmfulinanarmy;thatasovereignshouldreignbutnotcommandthearmy,andthattheonlywayoutofthepositionwouldbefortheEmperorandhiscourttoleavethearmy;thatthemerepresenceoftheEmperorparalyzedtheactionoffiftythousandmenrequiredtosecurehispersonalsafety,andthattheworstcommanderinchief,ifindependent,wouldbebetterthantheverybestonetrammeledbythepresenceandauthorityofthemonarch.

           JustatthetimePrinceAndrewwaslivingunoccupiedatDrissa,Shishkóv,theSecretaryofStateandoneofthechiefrepresentativesofthisparty,wrotealettertotheEmperorwhichArakchéevandBalashëvagreedtosign.Inthisletter,availinghimselfofpermissiongivenhimbytheEmperortodiscussthegeneralcourseofaffairs,herespectfullysuggested—onthepleathatitwasnecessaryforthesovereigntoarouseawarlikespiritinthepeopleofthecapital—thattheEmperorshouldleavethearmy.

           Thatarousingofthepeoplebytheirsovereignandhiscalltothemtodefendtheircountry—theveryincitementwhichwasthechiefcauseofRussia’striumphinsofarasitwasproducedbytheTsar’spersonalpresenceinMoscow—wassuggestedtotheEmperor,andacceptedbyhim,asapretextforquittingthearmy.
