TheCircumlocutionOfficewas(aseverybodyknowswithoutbeingtold)themostimportantDepartmentunderGovernment.NopublicbusinessofanykindcouldpossiblybedoneatanytimewithouttheacquiescenceoftheCircumlocutionOffice.Itsfingerwasinthelargestpublicpie,andinthesmallestpublictart.ItwasequallyimpossibletodotheplainestrightandtoundotheplainestwrongwithouttheexpressauthorityoftheCircumlocutionOffice.IfanotherGunpowderPlothadbeendiscoveredhalfanhourbeforethelightingofthematch,nobodywouldhavebeenjustifiedinsavingtheparliamentuntiltherehadbeenhalfascoreofboards,halfabushelofminutes,severalsacksofofficialmemoranda,andafamily-vaultfullofungrammaticalcorrespondence,onthepartoftheCircumlocutionOffice.
Thisgloriousestablishmenthadbeenearlyinthefield,whentheonesublimeprincipleinvolvingthedifficultartofgoverningacountry,wasfirstdistinctlyrevealedtostatesmen.Ithadbeenforemosttostudythatbrightrevelationandtocarryitsshininginfluencethroughthewholeoftheofficialproceedings.Whateverwasrequiredtobedone,theCircumlocutionOfficewasbeforehandwithallthepublicdepartmentsintheartofperceiving—HOWNOTTODOIT.
Throughthisdelicateperception,throughthetactwithwhichitinvariablyseizedit,andthroughthegeniuswithwhichitalwaysactedonit,theCircumlocutionOfficehadrisentoovertopallthepublicdepartments;andthepublicconditionhadrisentobe—whatitwas.
