Itwasalong,intricatefightthatfollowed,butitinvolved(beforeCowperwoodcouldpossiblyreachthenewaldermen)aproposedreintroductionandpassageofthemuch-opposedGeneralElectricfranchise,thegrantingofrightsandprivilegesinoutlyingdistrictstovariousminorcompanies,andlastandworst—athingwhichhadnotpreviouslydawnedonCowperwoodasinanywayprobable—theprojectionofanordinancegrantingtoacertainSouthSidecorporationtheprivilegeoferectingandoperatinganelevatedroad.ThiswasassevereablowasanythathadyetbeendealtCowperwood,foritintroducedanewfactorandcomplicationintotheChicagostreet-railwaysituationwhichhadhitherto,forallitstroubles,beencomparativelysimple.
InordertomakethisplainitshouldbesaidthatsomeeighteenortwentyyearsbeforeinNewYorktherehadbeendevisedanderectedaseriesofelevatedroadscalculatedtorelievethecongestionoftrafficonthelowerportionofthatlongandnarrowisland,andtheyhadprovedanimmensesuccess.Cowperwoodhadbeeninterestedinthem,alongwitheverythingelsewhichpertainedtopublicstreettraffic,fromtheverybeginning.InhisvarioustripstoNewYorkhehadmadeacarefulphysicalinspectionofthem.Heknewallabouttheirincorporation,backers,theexpenseconnectedwiththem,theirreturns,andsoforth.Personally,insofarasNewYorkwasconcerned,heconsideredthemanidealsolutionoftrafficonthatcrowdedisland.
