ThebankinghostilitytoCowperwood,whichinitsbeginninghadmadenecessaryhistriptoKentuckyandelsewhere,finallyreachedaclimax.Itfollowedanattemptonhisparttofurnishfundsforthebuildingofelevatedroads.Thehourforthisnewformoftransitconveniencehadstruck.Thepublicdemandedit.Cowperwoodsawoneelevatedroad,theSouthSideAlleyLine,beingbuilt,andanother,theWestSideMetropolitanLine,beingproposed,largely,asheknew,inordertocreatesentimentfortheidea,andsotomakehisoppositiontoageneralfranchisedifficult.Hewaswellawarethatifhedidnotchoosetobuildthemotherswould.Itmatteredlittlethatelectricityhadarrivedfinallyasaperfectedtractionfactor,andthatallhislineswouldsoonhavetobedoneovertomeetthatcondition,orthatitwascostinghimthousandsandthousandstostaythethreateningaspectofthingspolitically.Inadditionhemustnowplungeintothisnewrealm,gainingfranchisesbytheroughestandsubtlestformsofpoliticalbribery.Themostseriousaspectofthiswasnotpolitical,butratherfinancial.ElevatedroadsinChicago,owingtothesparsenessofthepopulationoverlargeareas,wereaseriousthingtocontemplate.Themerecostofiron,rightofway,rolling-stock,andpower-plantswasimmense.
