SubsequentlyMr.KerrigancalledonMr.Tiernancasually.Mr.Tiernanreturnedthecall.AlittlelaterMessrs.Tiernan,Kerrigan,andGilgan,inaparlor-roominasmallhotelinMilwaukee(inordernottobeseentogether),conferred.FinallyMessrs.Tiernan,Edstrom,Kerrigan,andGilganmetandmappedoutaprogrammeofdivisionfartoointricatetobeindicatedhere.Needlesstosay,itinvolvedthedivisionofchiefclerks,prorata,ofpolicegraft,ofgamblingandbawdy-houseperquisites,ofreturnsfromgas,street-railway,andotherorganizations.Itwassealedwithmanysolemnpromises.Ifitcouldbemadeeffectivethisquadrumviratewastoendureforyears.Judges,smallmagistrates,officerslargeandsmall,theshrievalty,thewateroffice,thetaxoffice,allweretocomewithinitspurview.Itwasafine,handsomepoliticaldream,andassuchworthyofeverycourtesyandconsiderationbutitwasonlyapoliticaldreaminitsultimateaspects,andassuchimpressedtheparticipantsthemselvesattimes.
Thecampaignwasnowinfullblast.Thesummerandfall(SeptemberandOctober)wentbytothetuneofDemocraticandRepublicanmarchingclubbands,tothesoundoflustypoliticalvoicesoratinginparks,atstreet-corners,inwooden"wigwams,"halls,tents,andparlors—whereverameagerhandfuloflistenerscouldbedrummedupandmadebyanydevicetokeepstill.Thenewspapershonkedandbellowed,asisthewaywiththoseprofit-appointedadvocatesandguardiansof"right"and"justice.
