           ThestormwhichburstinconnectionwithCowperwood’smachinationsatSpringfieldearlyin1897,andcontinuedwithoutabatinguntilthefollowingfall,attractedsuchgeneralattentionthatitwaslargelyreportedintheEasternpapers.F.A.CowperwoodversusthestateofIllinoisthusoneNewYorkdailyphrasedthesituation.Themagnetizingpoweroffameisgreat.Whocanresistutterlythelusterthatsurroundstheindividualitiesofsomemen,causingthemtoglowwithaseparateandspecialeffulgence?EveninthecaseofBerenicethiswasnotwithoutitsvalue.InaChicagopaperwhichshefoundlyingonedayonadeskwhichCowperwoodhadoccupiedwasanextendededitorialwhichinterestedhergreatly.Afterrecitinghisvariousmisdeeds,particularlyinconnectionwiththepresentstatelegislature,itwentontosay:"Hehasaninnate,chronic,unconquerablecontemptfortherankandfile.Menarebutslavesandthrallstodrawforhimthechariotofhisgreatness.Neverinallhishistoryhasheseenfittogotothepeopledirectforanything.InPhiladelphia,whenhewantedpublic-franchisecontrol,hesoughtprivilyandbychicanetoarrangehisaffairswithavenalcitytreasurer.InChicagohehasuniformlysoughttobuyandconverttohisownusethesplendidprivilegesofthecity,whichshouldreallyredoundtothebenefitofall.FrankAlgernonCowperwooddoesnotbelieveinthepeople;hedoesnottrustthem.Tohimtheyconstitutenomorethanafielduponwhichcornistobesown,andfromwhichitistobereaped.
