BetweenthepassageonJune5,1897,oftheMearsbill—sochristenedafterthedoughtyrepresentativewhohadreceivedasmallfortuneforintroducingit—anditspresentationtotheChicagoCityCouncilinDecemberofthesameyear,whatbroodings,plottings,politickings,andeditorializingsonthepartofallandsundry!InspiteoftheintensefeelingofoppositiontoCowperwoodtherewasatthesametimeinlocalpubliclifeonestratumofcommercialandphlegmaticsubstancethatcouldnotviewhiminanaltogetherunfavorablelight.Theywereinbusinessthemselves.Hislinespassedtheirdoorsandservedthem.Theycouldnotseewhereinhisstreet-railwayservicedifferedsomuchfromthatwhichothersmightgive.HerewasthetypeofmaterialistwhoinCowperwood’sdefiancesawajustificationofhisownmaterialpointofviewandwasnotafraidtosayso.Butasagainstthesetherewerethepreachers—poorwind-blownsticksofunreasonwhosawonlywhatthecurrentpalaverseemedtoindicate.Againthereweretheanarchists,socialists,single-taxers,andpublic-ownershipadvocates.ThereweretheverypoorwhosawinCowperwood’swealthandinthefabulousstoriesofhisNewYorkhomeandofhisart-collectionaheartlessexploitationoftheirneeds.AtthistimethefeelingwasspreadingbroadcastinAmericathatgreatpoliticalandeconomicchangeswereathand—thatthetyrannyofironmastersatthetopwastogivewaytoaricher,freer,happierlifefortherankandfile.
