Whentheyhadprovedunprofitable,afteralongperiodofpointlessmanipulation—cost,onemilliondollars—theyhadbeensoldtothecityforexactlythatsumeach,itbeingpoeticallydeemedthatagrowingcitycouldbetteraffordtolosesodisturbinganamountthananyofitshumble,ambitious,andrespectablecitizens.Thatwasalittleaffairbywhichmembersofcouncilhadprofitedyearsbefore;butthatalsoisanotherstory.
AfterdiscoveringthesetunnelsCowperwoodwalkedthroughthemseveraltimes—forthoughtheywerenowboardedup,therewasstillanuninterruptedfootpath—andwonderedwhytheycouldnotbeutilized.Itseemedtohimthatifthestreet-cartrafficwereheavyenough,profitableenough,andthesetunnels,forareasonablesum,couldbemadeintoalowergrade,oneoftheproblemswhichnowhamperedthegrowthoftheNorthandWestSideswouldbeobviated.Buthow?Hedidnotownthetunnels.Hedidnotownthestreet-railways.Thecostofleasingandrebuildingthetunnelswouldbeenormous.Helpersandhorsesandextradriversonanygrade,howeverslight,wouldhavetobeused,andthatmeantanextraexpense.Withstreet-carhorsesastheonlymeansoftraction,andwiththelong,expensivegrades,hewasnotsosurethatthisventurewouldbeaprofitableone.
