TheNorthChicagoCityRailwaywasacorporationwhichhadbeenorganizedatthesametimeastheSouthSidecompany,butbyadifferentgroupofmen.Itsmanagementwasold,indifferent,andincompetent,itsequipmentaboutthesame.TheChicagoWestDivisionRailwayhadoriginallybeenownedbytheChicagoCityorSouthSideRailway,butwasnowaseparatecorporation.Itwasnotyetsoprofitableastheotherdivisionsofthecity,butallsectionsofthecityweregrowing.Thehorse-bellwasheardeverywheretinklinggaily.
Standingontheoutsideofthisscene,contemplatingitspromise,Cowperwoodmuchmorethananyoneelseconnectedfinanciallywiththefutureoftheserailwaysatthistimewasimpressedwiththeirenormouspossibilities—theirenormousfutureifChicagocontinuedtogrow,andwasconcernedwiththevariousfactorswhichmightfurtherorimpedetheirprogress.
Notlongbeforehehaddiscoveredthatoneofthechiefhandicapstostreet-railwaydevelopment,ontheNorthandWestSides,layinthecongestionoftrafficatthebridgesspanningtheChicagoRiver.
