Cowperwoodwasnotslowtorealizethatpublicsentimentwasnowindangerofbeingthoroughlycrystallizedagainsthimbynewspaperagitation.Althoughhisfranchiseswouldnotexpire—thelargemajorityofthem—beforeJanuary1,1903,yetifthingswentonatthisrateitwouldbedoubtfulsoonwhethereveragainhewouldbeabletowinanotherelectionbymethodslegitimateorillegitimate.Hungryaldermenandcouncilmenmightbevenalandgreedyenoughtodoanythingheshouldask,providedhewaswillingtopayenough,buteventhethickest-hided,themostvoraciousandcorruptpoliticiancouldscarcelywithstandthesearchingglareofpublicityandtheinfuriatedrageofapossiblyarousedpublicopinion.Bydegreesthislast,owingtotheuntiringeffortsofthenewspapers,wasbeingwhippedintoawildfoam.Tocomeintocouncilatthistimeandaskforatwenty-yearextensionoffranchisesnotdestinedtoexpireforsevenyearswastoomuch.Itcouldnotbedone.Evensubornedcouncilmenwouldbeunwillingtoundertakeitjustnow.Therearesomethingswhichevenpoliticallyareimpossible.
