Atthesametimetheyweresuspicious—oneandall—ofanycombinationschemebyanoutsider.Whowashe?Whomdidherepresent?Hecouldmakeitclearthathehadamplecapital,butnotwhohisbackerswere.Theoldofficersanddirectorsfanciedthatitwasaschemeonthepartofsomeoftheofficersanddirectorsofoneoftheothercompaniestogetcontrolandoustthem.Whyshouldtheysell?Whybetemptedbygreaterprofitsfromtheirstockwhentheyweredoingverywellasitwas?BecauseofhisnewnesstoChicagoandhislackofconnectionasyetwithlargeaffairsCowperwoodwaseventuallycompelledtoturntoanotherscheme—thatoforganizingnewcompaniesinthesuburbsasanentering-wedgeofattackuponthecityproper.SuburbssuchasLakeViewandHydePark,havingtownorvillagecouncilsoftheirown,werepermittedtograntfranchisestowater,gas,andstreet-railwaycompaniesdulyincorporatedunderthelawsofthestate.Cowperwoodcalculatedthatifhecouldformseparateandseeminglydistinctcompaniesforeachofthevillagesandtowns,andonegeneralcompanyforthecitylater,hewouldbeinapositiontodictatetermstotheolderorganizations.Itwassimplyaquestionofobtaininghischartersandfranchisesbeforehisrivalshadawakenedtothesituation.
Theonedifficultywasthatheknewabsolutelynothingofthebusinessofgas—itspracticalmanufactureanddistribution—andhadneverbeenparticularlyinterestedinit.
