TheonethingthatmostattractedhisattentionwastheChicagogassituation,becausetherewasachancetostepinalmostunheraldedinanasyetunoccupiedterritory;withfranchisesoncesecured—thereadercanquiteimaginehow—hecouldpresenthimself,likeaHamilcarBarcaintheheartofSpainoraHannibalatthegatesofRome,withademandforsurrenderandadivisionofspoils.
Therewereatthistimethreegascompaniesoperatinginthethreedifferentdivisionsofthecity—thethreesections,or"sides,"astheywerecalled—South,West,andNorth,andofthesetheChicagoGas,Light,andCokeCompany,organizedin1848todobusinessontheSouthSide,wasthemostflourishingandimportant.ThePeople’sGas,Light,andCokeCompany,doingbusinessontheWestSide,wasafewyearsyoungerthantheSouthChicagocompany,andhadbeenallowedtospringintoexistencethroughthefoolishself-confidenceoftheorganizeranddirectorsoftheSouthSidecompany,whohadfanciedthatneithertheWestSidenortheNorthSidewasgoingtodevelopveryrapidlyforanumberofyearstocome,andhadcountedonthecitycouncil’sallowingthemtoextendtheirmainsatanytimetotheseotherportionsofthecity.
