TiernanandKerriganhadalwaysbeenfairlytreatedbyhimaspoliticsgo;buttheyhadneverasyetbeenincludedinhisinnercouncilofplotters.Whenhewasdown-townononeerrandoranother,hestoppedinattheirplacestoshakehandswiththem,toinquireafterbusiness,toaskiftherewasanyfavorhecoulddothem;butneverdidhestooptoaskafavorofthemorpersonallytopromiseanyformofreward.ThatwasthebusinessofDowlingandothersthroughwhomheworked.
Naturallymenofstrong,restive,animaldisposition,findingnocompleteoutletforalltheirgrowingcapacity,TiernanandKerriganwerebothcurioustoseeinwhatwaytheycouldaddtotheirhonorsandemoluments.Theirwards,morethananyinthecity,wereincreasinginwhatmightbecalledavote-pilingcapacity,thehonest,legitimatevotenotbeingsolarge,buttheopportunitiesaffordedforcolonizing,repeating,andballot-boxstuffingbeingimmense.Inadoubtfulmayoraltycampaignthefirstandsecondwardsalone,coupledwithaportionofthethirdadjoiningthem,wouldregistersufficientillegitimatevotes(aftervoting-hours,ifnecessary)tocompletelychangethecomplexionofthecityastothegeneralofficersnominated.LargeamountsofmoneyweresenttoTiernanandKerriganaroundelectiontimebytheDemocraticCountyCommitteetobedisposedofastheysawfit.Theymerelysentinaroughestimateofhowmuchtheywouldneed,andalwaysreceivedalittlemorethantheyaskedfor.Theynevermadenorwereaskedtomakeaccountingafterward.
