ItappearedfirstasanideainthebrainofoneJamesFurnivaleWoolsen,adeterminedyoungWesternerfromCalifornia,anddevelopedbydegreesintoconsentsandpetitionsfromfullytwo-thirdsoftheresidentsofvariousstreetsintheextremesouthwestsectionofthecitywhereitwasproposedthenewlineshouldbelocated.ThissameJamesFurnivaleWoolsen,beinganambitiousperson,wasnottobesoeasilyputdown.Besidestheconsentandpetitions,whichCowperwoodcouldnoteasilygetawayfromhim,hehadanewformoftractionthenbeingtriedoutinseveralminorcities—aformofelectricpropulsionbymeansofanoverheadwireandatravelingpole,whichwassaidtobeveryeconomical,andtogiveaservicebetterthancablesandcheapereventhanhorses.
Cowperwoodhadheardallaboutthisnewelectricsystemsometimebefore,andhadbeenstudyingitforseveralyearswiththegreatestinterest,sinceitpromisedtorevolutionizethewholebusinessofstreet-railroading.However,havingbutsorecentlycompletedhisexcellentcablesystem,hedidnotseethatitwasadvisabletothrowitaway.Thetrolleywasasyettoomuchofanovelty;certainlyitwasnotadvisabletohaveitintroducedintoChicagountilhewasreadytointroduceithimself—firstonhisoutlyingfeederlines,hethought,thenperhapsgenerally.
