Theoneunfortunatethingaboutsuchanarrangementwasthatbydoingithewasbuildinguparathercomplicatedsituationinregardtothesesamecertificates.Sincetheirpurchaseinthemorning,hehadnotdepositedtheminthesinking-fund,wheretheybelonged(theyhadbeendeliveredtohisofficebyhalfpastoneintheafternoon),but,onthecontrary,hadimmediatelyhypothecatedthemtocoveranotherloan.Itwasariskythingtohavedone,consideringthathewasindangeroffailingandthathewasnotabsolutelysureofbeingabletotakethemupintime.
But,hereasoned,hehadaworkingagreementwiththecitytreasurer(illegalofcourse),whichwouldmakesuchatransactionratherplausible,andalmostallright,evenifhefailed,andthatwasthatnoneofhisaccountsweresupposednecessarilytobeputstraightuntiltheendofthemonth.Ifhefailed,andthecertificateswerenotinthesinking-fund,hecouldsay,aswasthetruth,thathewasinthehabitoftakinghistime,andhadforgotten.Thiscollectingofacheck,therefore,fortheseasyetundepositedcertificateswouldbetechnically,ifnotlegallyandmorally,plausible.Thecitywouldbeoutonlyanadditionalsixtythousanddollars—makingfivehundredandsixtythousanddollarsalltold,whichinviewofitsprobablelossoffivehundredthousanddidnotmakesomuchdifference.
