TheplanCowperwooddevelopedafterafewdays’meditationwillbeplainenoughtoanyonewhoknowsanythingofcommercialandfinancialmanipulation,butadarksecrettothosewhodonot.Inthefirstplace,thecitytreasurerwastousehis(Cowperwood’s)officeasabankofdeposit.Hewastoturnovertohim,actually,orsetovertohiscreditonthecity’sbooks,subjecttohisorder,certainamountsofcityloans—twohundredthousanddollarsatfirst,sincethatwastheamountitwasdesiredtoraisequickly—andhewouldthengointothemarketandseewhatcouldbedonetohaveitbroughttopar.Thecitytreasurerwastoaskleaveofthestockexchangeatoncetohaveitlistedasasecurity.Cowperwoodwouldthenusehisinfluencetohavethisapplicationacteduponquickly.Stenerwasthentodisposeofallcityloancertificatesthroughhim,andhimonly.Hewastoallowhimtobuyforthesinking-fund,supposedly,suchamountsashemighthavetobuyinordertokeepthepriceuptopar.Todothis,onceaconsiderablenumberoftheloancertificateshadbeenunloadedonthepublic,itmightbenecessarytobuybackagreatdeal.However,thesewouldbesoldagain.Thelawconcerningsellingonlyatparwouldhavetobeabrogatedtothisextent—i.e.,thatthewashsalesandpreliminarysaleswouldhavetobeconsiderednosalesuntilparwasreached.
