           TheserviceswhichCowperwoodperformedduringtheensuingyearandahalfforStener,Strobik,Butler,StateTreasurerVanNostrand,StateSenatorRelihan,representativeof"theinterests,"so-called,atHarrisburg,andvariousbankswhichwerefriendlytothesegentlemen,werenumerousandconfidential.ForStener,Strobik,Wycroft,HarmonandhimselfheexecutedtheNorthPennsylvaniadeal,bywhichhebecameaholderofafifthofthecontrollingstock.TogetherheandStenerjoinedtopurchasetheSeventeenthandNineteenthStreetlineandintheconcurrentgamblinginstocks.

           Bythesummerof1871,whenCowperwoodwasnearlythirty-fouryearsofage,hehadabankingbusinessestimatedatnearlytwomilliondollars,personalholdingsaggregatingnearlyhalfamillion,andprospectswhichotherthingsbeingequallookedtowealthwhichmightrivalthatofanyAmerican.Thecity,throughitstreasurerstillMr.Stenerwasadepositorwithhimtotheextentofnearlyfivehundredthousanddollars.TheState,throughitsStatetreasurer,VanNostrand,carriedtwohundredthousanddollarsonhisbooks.Bodewasspeculatinginstreet-railwaystockstotheextentoffiftythousanddollars.Relihantothesameamount.Asmallarmyofpoliticiansandpoliticalhangers-onwereonhisbooksforvarioussums.AndforEdwardMaliaButlerheoccasionallycarriedashighasonehundredthousanddollarsinmargins.
