Inorder,therefore,toclearupthisoutstandingindebtednessandmakeeverythingshipshapeagain,itwasdecidedthatthecitymustissuealoan,sayfortwomilliondollars—noneedtobeexactabouttheamount.Andthisloanmusttaketheshapeofinterest-bearingcertificatesofaparvalueofonehundreddollars,redeemableinsix,twelve,oreighteenmonths,asthecasemaybe.Thesecertificatesofloanwerethenostensiblytobesoldintheopenmarket,asinking-fundsetasidefortheirredemption,andthemoneysoobtainedusedtotakeupthelong-outstandingwarrantswhichwerenowsuchasubjectofpubliccomment.
ItisobviousthatthiswasmerelyacaseofrobbingPetertopayPaul.Therewasnorealclearingupoftheoutstandingdebt.Itwastheintentionoftheschemerstomakeitpossibleforthefinancialpoliticiansontheinsidetoreapthesameoldharvestbyallowingthecertificatestobesoldtotherightpartiesforninetyorless,settinguptheclaimthattherewasnomarketforthem,thecreditofthecitybeingbad.Toacertainextentthiswastrue.
