DuringalongperiodofyearsprecedingtheCivilWar,andthroughit,letitherebeexplainedandremembered,thecityofPhiladelphiahadbeeninthehabit,asacorporation,whentherewerenoavailablefundsinthetreasury,ofissuingwhatwereknownascitywarrants,whichwerenothingmorethannotesorI.O.U.‘sbearingsixpercent.interest,andpayablesometimesinthirtydays,sometimesinthree,sometimesinsixmonths—alldependingontheamountandhowsoonthecitytreasurerthoughttherewouldbesufficientmoneyinthetreasurytotakethemupandcancelthem.Smalltradesmenandlargecontractorswerefrequentlypaidinthisway;thesmalltradesmanwhosoldsuppliestothecityinstitutions,forinstance,beingcompelledtodiscounthisnotesatthebank,ifheneededreadymoney,usuallyforninetycentsonthedollar,whilethelargecontractorcouldaffordtoholdhisandwait.Itcanreadilybeseenthatthismightwellworktothedisadvantageofthesmalldealerandmerchant,andyetprovequiteafinethingforalargecontractorornote-broker,forthecitywassuretopaythewarrantsatsometime,andsixpercent.interestwasafatrate,consideringtheabsolutesecurity.Abankerorbrokerwhogatheredupthesethingsfromsmalltradesmenatninetycentsonthedollarmadeafinethingofitallaroundifhecouldwait.
