Nowitwouldn’thavemadesomuchdifferencewhatGeorgeW.Stener’sexecutiveandfinancialqualificationsforthepositionwere,butatthistimethecityofPhiladelphiawasstillhobblingalongunderperhapsasevilafinancialsystem,orlackofit,asanycityeverendured—theassessorandthetreasurerbeingallowedtocollectandholdmoneysbelongingtothecity,outsideofthecity’sprivatevaults,andthatwithoutanydemandonthepartofanybodythatthesamebeinvestedbythematinterestforthecity’sbenefit.Rather,alltheywereexpectedtodo,apparently,wastorestoretheprincipalandthatwhichwaswiththemwhentheyenteredorleftoffice.Itwasnotunderstoodorpubliclydemandedthatthemoneyssocollected,ordrawnfromanysource,bemaintainedintactinthevaultsofthecitytreasury.Theycouldbeloanedout,depositedinbanksorusedtofurtherprivateinterestsofanyone,solongastheprincipalwasreturned,andnoonewasthewiser.
