ButManweSulimo,highestandholiestoftheValar,satuponthebordersofAman,forsakingnotinhisthoughttheOuterLands.ForhisthronewassetinmajestyuponthepinnacleofTaniquetil,thehighestofthemountainsoftheworld,standinguponthemarginofthesea.Spiritsintheshapeofhawksandeaglesflewevertoandfromhishalls;andtheireyescouldseetothedepthsoftheseas,andpiercethehiddencavernsbeneaththeworld.ThustheybroughtwordtohimofwellnighallthatpassedinArda;yetsomethingswerehiddenevenfromtheeyesofManweandtheservantsofManwe,forwhereMelkorsatinhisdarkthoughtimpenetrableshadowslay.
Manwehasnothoughtforhisownhonour,andisnotjealousofhispower,butrulesalltopeace.TheVanyarhelovedbestofalltheElves,andofhimtheyreceivedsongandpoetry;forpoetryisthedelightofManwe,andthesongofwordsishismusic.Hisraimentisblue,andblueisthefireofhiseyes,andhissceptreisofsapphire,whichtheNoldorwroughtforhim;andhewasappointedtobethevicegerentofIluvatar,KingoftheworldofValarandElvesandMen,andthechiefdefenceagainsttheevilofMelkor.WithManwedweltVardathemostbeautiful,shewhointheSindarintongueisnamedElbereth,QueenoftheValar,makerofdiestars;andwiththanwereagreathostofspiritsinblessedness.
ButUlmowasalone,andheabodenotinValinor,norevercamethitherunlesstherewereneedforagreatcouncil;hedweltfromthebeginningofArdaintheOuterOcean,andstillhedwellsthere.Thencehegovernstheflowingofallwaters,andtheebbing,thecoursesofanriversandthereplenishmentofSprings,thedistillingofalldewsandrainineverylandbeneaththesky.
