AndhedeemedthattheRing,whichwasSauron’s,wouldseekforitsmasterashebecamemanifestoncemore;butifheweredrivenoutagain,thenitwouldliehid.ThereforehewaswillingtoplaywithperilandletSauronbeforatime,hopingbyhiscrafttoforestallbothhisfriendsandtheEnemy,whentheRingshouldappear.
HesetawatchupontheGladdenFields;butsoonhediscoveredthattheservantsofDolGuldurweresearchingallthewaysoftheRiverinthatregion.ThenheperceivedthatSauronalsohadlearnedofthemannerofIsildur’send,andhegrewafraidandwithdrewtoIsengardandfortifiedit;andeverheprobeddeeperintotheloreoftheRingsofPowerandtheartoftheirforging.ButhespokeofnoneofthistotheCouncil,hopingstillthathemightbethefirsttohearnewsoftheRing.Hegatheredagreathostofspies,andmanyofthesewerebirds;forRadagastlenthimhisaid,diviningnaughtofhistreachery,anddeemingthatthiswasbutpartofthewatchupontheEnemy.
ButevertheshadowinMirkwoodgrewdeeper,andtoDolGuldurevilthingsrepairedoutofallthedarkplacesoftheworld;andtheywereunitedagainunderonewill,andtheirmalicewasdirectedagainsttheElvesandthesurvivorsofNumenor.ThereforeatlasttheCouncilwasagainsummonedandtheloreoftheRingswasmuchdebated;butMithrandirspoketotheCouncil,saying:’ItisnotneededthattheRingshouldbefound,forwhileitabidesonearthandisnotunmade,stillthepowerthatitholdswilllive,andSauronwillgrowandhavehope.
