ButtheHouyhnhnmstrainuptheiryouthtostrength,speed,andhardiness,byexercisingtheminrunningracesupanddownsteephills,andoverhardstonygrounds;andwhentheyareallinasweat,theyareorderedtoleapoverheadandearsintoapondorriver.Fourtimesayeartheyouthofacertaindistrictmeettoshowtheirproficiencyinrunningandleaping,andotherfeatsofstrengthandagility;wherethevictorisrewardedwithasonginhisorherpraise.Onthisfestival,theservantsdriveaherdofYahoosintothefield,ladenwithhay,andoats,andmilk,forarepasttotheHouyhnhnms;afterwhich,thesebrutesareimmediatelydrivenbackagain,forfearofbeingnoisometotheassembly.
Everyfourthyear,atthevernalequinox,thereisarepresentativecouncilofthewholenation,whichmeetsinaplainabouttwentymilesfromourhouse,andcontinuesaboutfiveorsixdays.Heretheyinquireintothestateandconditionoftheseveraldistricts;whethertheyaboundorbedeficientinhayoroats,orcows,orYahoos;andwhereverthereisanywant(whichisbutseldom)itisimmediatelysuppliedbyunanimousconsentandcontribution.Herelikewisetheregulationofchildrenissettled:asforinstance,ifaHouyhnhnmhastwomales,hechangesoneofthemwithanotherthathastwofemales;andwhenachildhasbeenlostbyanycasualty,wherethemotherispastbreeding,itisdeterminedwhatfamilyinthedistrictshallbreedanothertosupplytheloss.
