           Onedayashabby,miserable-lookingdriver,whowentbythenameof“SeedySam”,broughtinhishorselookingdreadfullybeat,andthegovernorsaid:

           Themanflunghistatteredrugoverthehorse,turnedfullroundupontheGovernorandsaidinavoicethatsoundedalmostdesperate:

           “Ifthepolicehaveanybusinesswiththematteritoughttobewiththemasterswhochargeussomuch,orwiththefaresthatarefixedsolow.Ifamanhastopayeighteenshillingsadayfortheuseofacabandtwohorses,asmanyofushavetodointheseason,andmustmakethatupbeforeweearnapennyforourselvesIsay’tismorethanhardwork;nineshillingsadaytogetoutofeachhorsebeforeyoubegintogetyourownliving.
