           JudgeDavidR.Kinworthy,aclean-shaven,handsomeyoungmanwithsharplychiseledfeatures,reviewedthehistoryofcommitmenthearingsfromDecember4,1978,whenMilliganhadbeenfoundnotguiltybyreasonofinsanity,throughthevariousre-commitments,tothepresentday,almostoneyearlater.Thehearing,Kinworthysaid,wasbeingheldinaccordancewiththestatutesoftheOhioRevisedCode,paragraph5122,section15.

           AssistantAttorneyGeneralBelinkysmotionforseparationofwitnesseswasgranted.AttorneySteveThompsonsmotionforthecourttoreturnBillyMilligantoAthens,consideringtheproceduraldefectsinthetransfertoLima,wasdenied.

           Withpreliminarymotionsover,thecommitmentreviewhearingsbegan.

           Thefirstwitnessforthestatewassixty-five-year-oldDr.FrederickMilkie,ashort,fatpsychiatristwithbaggypantsandabaggysweater.Hisdarkhairwasslickeddown,andhewaddledfromthetablebesideBelinky(fromwhichhewouldlaterserveasthestatestechnicalconsultant)tothewitnessstand.
