Nevertheless,asthesummerworeon,variousunforeseenshortagesbegantomakethemselvesfelt. Therewasneedofparaffinoil,nails,string,dogbiscuits,andironforthehorses’shoes,noneofwhichcouldbeproducedonthefarm. Latertherewouldalsobeneedforseedsandartificialmanures,besidesvarioustoolsand,finally,themachineryforthewindmill. Howtheseweretobeprocured,noonewasabletoimagine.
OneSundaymorning,whentheanimalsassembledtoreceivetheirorders,Napoleonannouncedthathehaddecideduponanewpolicy. FromnowonwardsAnimalFarmwouldengageintradewiththeneighbouringfarms:not,ofcourse,foranycommercialpurpose,butsimplyinordertoobtaincertainmaterialswhichwereurgentlynecessary. Theneedsofthewindmillmustoverrideeverythingelse,hesaid.
