           ThetreatyprovidedthatallsubjectsconcerninghostilitiesbetweeneitherorbothofthecontractingpowersandothernationsshouldbereferredtoaJointHighCommission,appointedbythetwopowers;andifwarshouldbeconsiderednecessary,itshouldbeprosecutedandconductedbytheAnglo-AmericanWarSyndicate,withinlimitationsprescribedbytheHighCommission.ThecontractmadewiththenewSyndicatewasofthemoststringentorder,andcontainedeveryprovisionthatingenuityorforesightofmancouldinventorsuggesttomakeitimpossiblefortheSyndicatetotransfertoanyothernationtheuseoftheinstantaneousmotor.ThroughoutallclassesinsympathywiththeAdministrativepartiesofGreatBritainandtheUnitedStatestherewasafeelingofjubilantelationonaccountoftheallianceandtheadoptionbythetwonationsofthemeansofprohibitivewarfare.Thispublicsentimentactedevenupontheopposition;andthemajorityofarmyandnavyofficersinthetwocountriesfeltboundtoadmitthattheartsofwarinwhichtheyhadbeeneducatedwerethingsofthepast.Ofcoursethereweremembersofthearmyandnavyinbothcountrieswhodeprecatedthenewstateofthings.Buttherewerealsomen,stillliving,whodeprecatedtheabolitionoftheoldwoodenseventy-fourgunship.
