Whenitconsideredthatthishadbeendone,itwouldretireandallowtheAmericanGovernment,withwhomthecontracthadbeenmade,todecidewhetherornotithadbeenproperlyperformed.TheunmistakablepathofnationalpolicywhichhadshownitselftothewisestBritishstatesmenappearedbroaderandplainerwhentheoverturesoftheAmericanWarSyndicatehadbeenreceivedbytheBritishGovernment.TheMinistrynowperceivedthattheSyndicatehadnotwagedwar;ithadbeensimplyexhibitingtheuselessnessofwarasatpresentwaged.Whonowcoulddenythatitwouldbefollytoopposetheresourcesofordinarywarfaretothoseofwhatmightbecalledprohibitivewarfare.AnotherideaaroseinthemindsofthewisestBritishstatesmen.IfprohibitivewarfarewereagoodthingforAmerica,itwouldbeanequallygoodthingforEngland.Morethanthat,itwouldbeabetterthingifonlythesetwocountriespossessedthepowerofwagingprohibitivewarfare.InthreedaysaconventionofpeacewasconcludedbetweenGreatBritainandtheAmericanSyndicateactingfortheUnitedStates,itsprovisionsbeingmadesubjecttosuchfuturetreatiesandalliancesasthegovernmentsofthetwonationsmightmakewitheachother.InsixdaysaftertheaffairatCaerdaff,acommitteeoftheAmericanWarSyndicatewasinLondon,makingarrangements,underthefavourableauspicesoftheBritishGovernment,fortheformationofanAnglo-AmericanSyndicateofWar.TheAtlanticOceannowsprangintonewlife.Itseemedimpossibletoimaginewhencehadcomethemultitudeofvesselswhichnowsteamedandsaileduponitssurface.
